This is a great a talk on features in Drupal 8. D8 does have a configuration managment in core, however without features there is no way to bundle group of configurations that form feature. (unless you manually identify / export these configurations into a module yourself).
Features was never intended to export configuration but to group functionality (i.e gallaery) and in Drupal 8 this has not changed. However in D8 gone are feature default hooks and in come core configuration managment to export / import feature components, this means that php files have been replaced with yaml files and features does not by default create a .module file as that's nolonger required.
